*Both your suggestions irrelevant to my problem, she was welding at the time so its the welding sound that stuck, the solution long term doesnt seem to be "remove the sound file for welding" but actually fix the source problem of why certain sounds will stick looping like this..
The looping/sticking sound bug has been a problem since the game was released in 2015. This issue has never been addressed by Bethesda or the team that published the Unofficial Fallout 4 Patch as far as I know. As a result, the gaming community has tried to come up with workarounds. I wrongly assumed that you were referring to the sound from the armor workbench since in my many playthroughs, that was the only sound that ever stuck to a companion. The welding is a new issue it seems.
From the tone of your response, it's clear that you are not interested in workarounds so I won't bother to post one that I have in mind. You can contact the author of the UFO4P on Afkmods.com and submit a request for a bugfix or contact Bethesda support on their website. You might want to consider repaying from a previous save if no one here comes up with a relevant answer. I sincerely hope you get it all sorted out.

i may just, with the patience of a saint, try this as a last resort. its wild because it stuck even after i let her AFK in an area to see if she'll trigger other sounds and make that one stop but it didnt.
I have never had this with a companion, but leaving it in a settlement could possible do the same thing since the stat crash is papyrus crashing turning a sound off.
I think there's only 3 places where an NPC can go into that welding animation with a blowtorch - the fog condensers in Far Harbor, one of the walls in Sanctuary and lastly, the SCAVENGING STATION which you can build in the workshop.
Why don't you try dismissing your bugged companion to a settlement, build a Scavenging Station and then ASSIGN that companion to it? The sound may reset once she goes into that welding animation. Let me know if it works.
Npcs do welding animations while using power armor stand.
Make a room, remove doors and everything.. place a power armor stand, and wait.
She will eventually use it and complete the animation. Worth a try :d
and different things solve it. if it's a critter you can order them to a workbench and wait until they complete. other times i've had to reboot the game. other times i had to reboot my whole computer. other times simply waiting around for awhile in-game was enough, and fast-traveling to places.
it is, a pretty common, and pretty annoying bug :p
It was in diamond city, on the way to a shop i forget which. She just crouched down while we were walking and started welding at what looked to be a circuit box of some sort lol. I think it has to do with AFT or something, given that mod i THINK enables followers to idle the same way normal NPCs do, i could be wrong on that but thats my speculation for why this is such a specific case no one's had.
ironic though, i've genuinely never once had a single looping audio bug that happened in the more common ways like gunfire, just turrets ONCE and that fixed itself by leaving the settlement and returning. Though i think that one was my fault for placing 20 turrets in a small area like that lol.
upon fast traveling to red rocket, the sound stopped. Completely. Out of nowhere after days of troubleshooting. Thanks fallout 4.. lol.

Scavenging station fixed it, to anyone googling and coming across this thread, use the scavenging station for the quickest fix to the bug. Though im typing this literally after it "fixed" it, so it might be like the other ""fix"" where it "fixed itself" and may break again.
If someone out there, gosh anyone, can fix this bug permanently across the board that'd save so many hours of people troubleshooting when it happens lol.
