I remember settings such as:
bEnableFileSelection=1
bInvalidateOlderFiles=1
bForceUpdateDiffuseOnly=0
iTextureDegradeDistance0=1600
iTextureDegradeDistance1=3000
iTextureUpgradeDistance0=1200
iTextureUpgradeDistance1=2400
Assuming that you are using MO2 -
Check the file directories in use by the new MO2. Check that everything points to the new location.
If you copied the old MO2 across there is a chance that the new MO2 still points at the old directories, or some new and some old. This happened to me once. Look under the last menu icon at the Paths tab.
The most recent .ini changes I have tried were from the more recent threads of modding (2019-2020) and is on the Nexus mod manager install page, they claim the only change the .ini requires these days are

sResourceDataDirsFinal=
NMM = nexus mod manager, it is no longer supported and overall is a terrible modmanager barely a step over manual modding
Vortex = a noob friendly modmanager, it is currently nexus official mod manager
MO2 = Mod organizer2, this one is a bit harder to learn at start but in the long run it is the best modorganizer if you want total control
MO2 does not add anything to the data folder but the game will be very much affected by what is in the datafolder
If you're launching the game via MO2, it is using custom .ini files, actually disregarding any .inis that are located in the game folder.
In MO2, check out Tools > Tool Plugins > Ini editor, and then edit Fallout4Custom.ini:
if that doesnt help, maybe try also editing Fallout4Prefs.ini:
That should do it.
While This won't help you now , These days I keep all game files ( mods , What to do to make a modded game work . game settings ) on a separate flash drive . I've been hacked several times and quite a few hard drive failures and now I once my laptop's been ''repaired'' it now around 7 hours to get the game going .
