Power cycle 1000 Not buildable? Missing?

Hi All.
I've gone to build the power cycle 1000 for "Power to the People" but its simply not in the special menu. All I have is the Robot builder. I'm not using mods or scrapall, can anybody recommend a fix or work around?

Clem's just standing next to the builder looking simple and it breaks my heart.

I can't build it yet, let alone connect any thing to it. :(

Could be a bug. A couple options you could try is to leave the Vault, fast travel and do some other thing for a day or two and then go back. This can at times, reset the cell.

The other option is to kill the Overseer ( do it away from the other settlers there, they will become temporarily hostile if they see you do it ) and she will drop all the plans for the quest items you can build and you will finish the quest.

The down side of killing the Overseer however, is the items for the quest, will not have the set values you can select during the quest. Which can determine how they effect the happiness of the settlers, such as the gambling machine and soda fountain.

It should be in the special group. I remember struggling to find them when I did this DLC but it is definitely there.

The prototype should be in the 'main' group to the far left.

If the OP can not build the item then how is the OP supposed to connect a wire to it?

Resetting a cell has nothing to do with an item missing from your menu.

That is correct. The OP may need to exit the vault and come back in for the workshop menu to update. Possible a save/load might update it as well.

Unfortunately on of the best solution is a mod that constantly repairs your settlement menu.
