Where to buy/craft mini nukes?

They can not be crafted, even with the machines added in the Contraptions Workshop DLC. They can only be bought in two places. In the base game, Ronnie Shaw (a vendor that appears after taking back the Castle for the Minutemen) sometimes sells them. You can also potentially get them from the Nuka-Cade in Nuka World if you have that DLC.

I'm not 100% sure, but the highest level weapons shop you can build in a settlement might have them. Killing super mutant suiciders without causing them to explode will also get you a mini nuke.

Arturo's house contains one that can be stolen that respawns every so often, else you are probably best off looking for supermutant suiciders and killing them without hitting the nuke carrying arm. They are very rarely seen in stores, and there is no way to craft them without mods.

Better Manufacturing and Manufacturing Extended are great mods that add additional content to the contraptions DLC AND allows you to craft all the ammos available in game, in the Ammo Forge, baring you have the appropriate Perks.

iirc Ronnie didn't even have a trading button when after I finished her quest,maybe a bug?
If it's a bug how to fix it?

You can find 3-4 of them with Scrounger perk occasionally, but yeah apart from suiciders and weapon emporiums in settlements, the rest are pretty much in fixed locations

You have to wait about a day after the artillery is fired before she starts selling, and like most merchants she only operates as a merchant during the day. You can't buy from her at night.

ive found 3 fat man launchers but none bombs(
iirc the first came with 8 or 9 bombs and i already used 4 on some annoying mini bosses

you can buy them from weapons emporiums but they only sell 1 at a time or you can do the giga chad farming method by going to fallons department store which spawns about 2-3 super mutant suiciders or the noob farming method by going to cabots house grabbing the nuke in the basement than fast travelling to sanctuary than fast travelling back to cabots house for the mininuke that respawns

They can be found in a few military arsenal sites which tend to be in remote locations with limited access. So shooting the super mutants carrying them is the easiest way. Fallons and other south of Boston locations.
