Far Harbor: DiMA, "Where you belong" loop.

So I have started playing the Far Harbor DLC and after following Longfellow I've made my way to Acadia and have entered into the building. Upon approaching DiMA and triggering his initial dialogue of asking if I was ready yet to tell him why I was there I cannot make any further progress in the quest. When I try to interact with him or talk to him DiMA simply repeats the same line of dialogue over and over. I have tried using cheats to even resolve this bug to force progress the quest or force complete it and when I do the quest completes but then it doesn't advance me to the next chain of the questline, nor am I able to initiate a dialogue with DiMA or anyone else for that matter to progress it.

I am literally stuck with DiMA repeating his opening dialogue over and over. You'd imagine with Far Harbor having been out this long they'd have gotten around to fixing the bloody game breaking bugs. Has anyone else run into the same issue and found a way to resolve it? I've also tried reloading earlier saves wondering if maybe there was something I did to trigger it and the same thing still happened. I even made a new character and managed to rush to Far Harbor, survive, and make it to DiMA but had the same exact issue.
