If you don't do that, MCM will not function.

Thanks for explaining it. I do not use any mods. But had never heard of MCM and was curious what it was.
Then you need to re-check your installation of F4SE and MCM. You should start by going to the MCM mod page on Nexus (link posted in my previous post), go to the files tab, click "Preview File Contents" and compare those locations and files to what you have in your game. Also, make sure that you've installed F4SE properly.
Lastly, make sure you've installed the correct version of MCM and F4SE for your game. Your game may need to be updated.
To confirm that F4SE is actually working, open the console and type:
getf4seversion
If you get anything other than the version number, it's NOT working and you'll need to check your F4SE installation.
If all else fails, you'll most likely have to delete everything (mods, game, ini files) and start again from scratch.
