Either cap the refresh of your monitor at 60Hz and check all your vsync settings. Or you can install the High FPS fix and run at 144Hz / FPS:

But this is the rule of thumb to push you out of low FPS, in high traffic zones, as this game does not have a "steady fps" setup. Presuming monitor with higher than 60hz refresh rate.
1) Turn off V-Sync, enable Enhanced Sync in driver.
2) Turn off V-Sync in the game.
3) Turn decals to medium & godrays to off if you can.
4) Cap FPS to 144 or 120 from drivers (monitor frequency). Past 120fps you will start to experience animation & script acceleration, graphics & voice.
