You can also use the Vortex Manager, which has a button specifically for F4SE and start the game with Vortex:

There is also Bilago's Configuration Tool, which offers a GUI for many of the .ini-file settings and which can be configured as a game launcher with its own background image and it, too, can launch F4SE:

Last but not least can you also create a desktop shortcut to "f4se_loader.exe" and start the game from there.

Why not add F4SE as a game to Steam, replace the artwork to Fallout 4 artwork, then just launch that instead? I used to do this, works fine.
