2 ways

1 manually follow instructions and just place it in your fallout folder from steam library properites (right click) browse files and place it in there / unzip it if zipped. Then it should appear in-game.

2 through vortex i.e. nexus's official mod manager.
Activate fallout 4 on your mod manager screen
Download through Vortex and then just enable it in the mods section of vortex.

once downloaded you can check in game either:
-it's crafted i.e. the chem station
-injected into the game on vendors or random loot
- press ~ for console command
~help "Glock" 4 WEAP
exactly like this above then get the reference code and type
~player.additem XXXXXXXX (the number for the glock) it should appear in your inventory.

Well, to me, if you're not that kind of experienced mod installing, just use option 2. It's safer that way.

Option 1 will not work if you just put the files in the Data folder right away. You need to get through the checklists manually and add the corresponding ESM/ESP/ESL manually via plugins.txt (it reads based on the filename, but sadly it doesn't have sorting order, so everything must be done manually). Some tuts for manual installing on the Internet might help ya in this case, and note that most mods I downloaded manually @ Nexus don't even have a ReadMe supplied.
