Commonwealth Conifers Seasons effectively replaces the "Fallout 4 Seasons" mod. Its better in pretty much every way visually. https://www.nexusmods.com/fallout4/mods/41320 You will still need to change files manually to match the season your game is on though.
The weather and lighting mod "Natural and Atmospheric Commonwealth" has options in the Pip-Boy Menu to allow coloring and weather patterns to match those of the actual month in-game. It will actually change automatically too. https://www.nexusmods.com/fallout4/mods/7657

There is not a whole lot that you can do to have characters wear season appropriate clothing. That would take a whole lot of work.
You can however fix that line from Cait with the Companion Dialogue Overhaul. The mod page specifically references that line too. The mod makes it so they don't hardly ever repeat the same lines over again. https://www.nexusmods.com/fallout4/mods/41785
