He's got a classic sea captain's look.
Longfellow always complains about holes in his socks.
At least he is wearing socks. I can easily imagine finding socks without holes in them under those conditions of the wasteland being a very common issue. Look at all the holes in the other garments NPC's wear.
And yes, I give Longfellow a Sea Captain's hat. It really does fit his char.
But you can always go naked, just with the hat. create your own fashion line!!

Eventually I plan on getting them the Dark-Blue BoS captain outfit, but that is going to take a lot of pickpocketing... :-)
The CC Vault Suit dlc, you can color the vault suits black or several other colors. Then put other armor over the top of them. And besides the base Vault suit, there is also the Utility one, which has a little more stuff on the suit. But those will not accept other armor on top of them.
