For example, a section of picket fence you can simply scrap or instead drag elsewhere would be outlined in one colour, while a tree that you can only scrap would be the other.
It is possible to trick the game into letting you grab and move an unmovable object by button spamming while selecting and storing an object in front of it, but that's just due to the game being fudgy with its selections.
You can also manually apply this to any junk item by pressing c when in junk sub menu to view component and then press q to mark these items. It will put a magnifying glass symbol next to those items and it also makes them easier to find on vendors.
Edit: in case someone asks this is part of the vanilla game, not any mods as I currently do not play with any mods at all.
