Power armor collecting & scaling?
Like comic books and Pip boy games, I would like to get full collections of items legitimately by running around the world and hoarding them, then putting them on display.
However, my character is level 56 now and every power armor frame I find has X-01 bits, aside from the scripted scene at the start of the game with the deathclaw, there have been no exceptions.

I would rather not console command the full collection in for obvious reasons, but I fear that lower tier power armor has gone the same way rats, scamps and leather armor bandits did in oblivion.

Any overhaul mods either out or in the works to change the world scaling to be more static and RPG world progression through locations? (like how OOO in Oblivion made roads + areas around cities low level, but deep wilderness and mountains dangerous and removed 1/1 player level scaling)

Fixed loot positions on all things would perhaps make things static and boring, but all games get boring in time, it's my opinion that fake "random" loot is less fun and like in the case with all this X-01 gear, even more predictable, at least with fixed loot you can explore new places and find somthing different, 1/1 scaling means every time you go somwhere, the same items will be appearing until you enter the next level tier.

Away from the little rant anyway, will all power armor locations have X-01 every time from this point onward or is there at least 1 area where each tier is set to spawn?

As you have found some of the PA you find scale with your level but others are fixed like the one found near the Vertibird north of Satelite Station Olivia.

You can use a location list to search for them. Here is one, it might not be the best. But check lake bottoms there are several located underwater.

The atom cats sell PA pieces.

USS Riptide always has full T-51 locked in the cage. As was mentioned above full T-45 set awaits near crashed vertibird a bit north of Satellite Station Ovilia. You get T-60 set either from Atom Cats or from BoS in your preferred way. You already have X-01 as you said, lastly Raider PA can be found in several raider camps.

And thus you have your collection of power armor sets.

At level 123, I still get a fair sampling of armor parts from the Atom Kats; Raider - -> X01. I am a T-51 buff since they get the most paint schemes. I've got Vim!, Vim Refresh!, Nuka Kola, Quantum Kola, Abraxo and Sugar Bombs sets of T-51. 5 sets of X-01's without console commands. Right Leg parts for X-01 units are the most rare for my character I've found. Rowdy is the best, we share smokes while I trade....lol.

If you go to the fallout 4 wiki, you can get the entire list for all power armor locations in the CW (commonwealth). Thats what I did. but if you want, i can type it all up for you on their location in CW

Some places (like at the path to Nahant) is actually capped at T-51. That being said T-45 would have to be the rarest armor to find unless you do a massive exploring spree at the start of the game.

T-60 can easily be looted off BOS members, X-01 can be looted after level 28, particularly at Nuka World and T-51 has a few set locations, although most of the time they have unique paint jobs already on them.

As other people have said, you can buy the pieces, to make up the shortfall, at the Atom Cats Garage.

You get T-45 at the Museum of Freedom. Its the easiest set in the game to get.

But one of a few sets provided you don't explore too much.

Well that's because the many of the sets you find scale. If you immediately go to the submerged ones at Lake Quannapowitt or Dark Hollow Pond they should be T-45. The problem is as soon as you level up the PA that scales will too.

For the display as many paint jobs as possible is good, so I imagine the T45 will see me visiting atom cats alot, also Big Lebowski no need to copy wiki stuff here for me, thanks for the offer though :P

Wiki is pretty good overall, but it is run by players, an example I will give is that wiki once said that the military base in the glowing sea, the missle silo, has a full set of X-01, but it's randomised, I went there a while back when the game was first out on low level and it had a different set, and not a full one at that.

I find the wider range of responses to a more specific question is more usable to filter out misconceptions, such as the reason most people accepted that glowing sea was always X-01 is because they were generally all high level when exploring there.

Wiki is great for the comic books ofc.
