T-60 can easily be looted off BOS members, X-01 can be looted after level 28, particularly at Nuka World and T-51 has a few set locations, although most of the time they have unique paint jobs already on them.
As other people have said, you can buy the pieces, to make up the shortfall, at the Atom Cats Garage.
You get T-45 at the Museum of Freedom. Its the easiest set in the game to get.
But one of a few sets provided you don't explore too much.
Well that's because the many of the sets you find scale. If you immediately go to the submerged ones at Lake Quannapowitt or Dark Hollow Pond they should be T-45. The problem is as soon as you level up the PA that scales will too.
Wiki is pretty good overall, but it is run by players, an example I will give is that wiki once said that the military base in the glowing sea, the missle silo, has a full set of X-01, but it's randomised, I went there a while back when the game was first out on low level and it had a different set, and not a full one at that.
I find the wider range of responses to a more specific question is more usable to filter out misconceptions, such as the reason most people accepted that glowing sea was always X-01 is because they were generally all high level when exploring there.
