Ah okay, its just that i own a 3080 since my 1070 died months ago. Now i own a 2560x1440p 144hz monitor but just wondering if getting a 3840x2160p 60hz 28 inch monitor will be much worst on the performance for fallout 4.
4k = 8.2 million pixels
So you'll end up with less than half the fps you're currently getting.
The game has badly optimized situations and locations, too. You might stay steady in MOST places, but central Boston and a few other places are just notoriously badly optimized.
The problem is also made lots worse if you wanted to cram in some mods.
Mods will be fine aslong as using fps boost mods that i don't like using since they are buggy. I'm running a couple of 2k land texture mods at the moment and get frame drops in some places but its not a big deal. I think i will avoid buying a 4k monitor if it decreases the fps even more.
Mods like Sim Settlements, for instance, can really bring down an older CPU.
I don't use mods like sim settlements. I mainly use textures, new areas. player homes, enemies, clothing, weapons and armor mods.
All that stuff marginally hits your framerate and it's all handled by the GPU.
The difference between 2k and 4k is pretty big. You will lose fps for sure. How much varies, I think a 3080 should hold 60 fps 98% of the time, but there are times when ♥♥♥♥ gets heavy or in specific locations you might see dips into the 40s @4k.
my new pc has a i9 10900k and a rtx 3080 Ti. new monitor is a 32inch 4k screen 144hz (3840x2160)
although in nvidia control pannel i capped the fps to 60 max. so far i've not got any fps drops. haven't visited the boston area yet, gonna try that in a bit to see.
I use a 1080ti at 1080p and 4k DSR.
For vanilla that's OK.
Modded needs a good cpu and memory. My i7-2600 is not good enough for 4k, but my faster i7's have no problem.
I turn off dof, godrays, AA etc which reduces gpu load. 4k resolution doesn't need AA. It will need a larger size texture pack. I have tried most of them, they all have plusses and minusses.
As shown on this page, a 980ti will do 46 fps on max settings at 4k. So any half-decent gpu can do 60 fps at 4k.

This isn't actually true. The game was developed around the technology of the 900 series or at least similar architecture. The RTX, and 1600 series use features that older games like FO4 can't really put to use. You would be surprised how similar a 980 and 3080 will run FO4 at 4k.
A 980 performing like a 3080 = probable cpu bottlenecking. Easy enough to confirm by (a) knowing the full hardware specs and optionally (b) performance monitoring.

In addition, a lot of videos show the player running around with weapon drawn. That can reduce fps significantly.

And then as good a gpu as you want to shell out for (bearing in mind the rtx 4000 series is reported to be ready for production now, but for parts shortages and even higher prices).
