there is a known issue for mouse lag but there is another for double cursor but you would see things disappear and reappear as you move the mouse
I find that sometimes when I do that, it behaves like the game is half in the background, half up front. I can see the Windows cursor over the Fallout cursor, and they don't always line up right. That's something that could mess key presses up too, if Windows is applying your key press to your desktop instead of Fallout.
Nameless makes a good point.
Check that you running in full screen and not windowed. Windowed games normally use Alt+Enter to become top on the Z-order
But that doesn't explain the faulty tab key. I run out of ammo, need to change gun, need to take a stimpak etc, hammer the tab key and get shot, it's irritating to die you know.
No I meant in the option menus, the game defaults to put Xbox controller on so you have to switch it off and disable the rumble.
My mouse and keyboard cost £15.00 but my rig cost £4600... I once spent £100 on a top line gaming mouse and after 2 weeks I put it on ebay so never think you need better

Download with magazines as there is another quest to get the displays but when you first meet, she will ask you questions. If you want the full character answer the top one twice, you can change later but it is the closest I have found to a proper AI follower.
Enjoy :)
I had controller off and vibration on in the menu. I've turned vibration off as I don't have a thing which vibrates ;-)
I had an instance in a playthrough sometime back where the delay was so long it would not even open a trade window with a settler until I was halfway to another settlement.
The main things that cost me were the 2xGTX1080 sli and the motherboard ASUS® RAMPAGE V EDITION 10: E-ATX. The mother board enabled liquid cooling and 9 main fans so I can OC by 30-40% without exceeding 44 degrees C. so my I7-6900 can be taken from 3.2ghz to 4.4 very easily and the fastest I have hit is 4.94ghz before getting to 60 degrees.
It sounds good but to be honest, I have an old Pentium 4 PC which I use for older games like Skyrim which looks absolutely fantastic on it but on my specially built PC, it cannot run properly. It is perfect on VR though and can run 4k at 60fps without a single hiccup
I've never been successful with overclocking, I sometimes get maybe 10-15%, but then something crashes and I corrupt the system disk. So I decided it isn't worth the effort.
I take it the older games object to the newer OS? I've had problems with some older games with Windows 10. Random crashes or not accessing saved games etc properly as the folders have moved for such things in Windows 10.
Damnit! My chair has broken. The hydraulic thingy keeps leaking or something, I am sinking! Just when I thought my car MOT was the most annoying thing ever. Cowboy garages.... I've just reported him to the DVLA. He claims my handbrake isn't working well enough, despite it having every single brake component replaced brand new professionally, and I can do a handbrake turn with it. How can a handbrake locking the wheels not be good enough?
