Plugins are needed for resource files, if they are distributed inside BA2. Archive requires plugin to get loaded by the game.
Loos files are one of the reasons why people have moved away from (buggy) NMM. It handles them by order of installation, physically placing them under Data folder subfolders and then physically overwriting them if conflicts appear, according to order you install your files. Vortex and MO2 use different method, where loose files are actually managed by mod manager and resource priorities take effect according to mod folder order in the manager.
Loose files = unpacked from distribution archive as individual files. Game needs to also load each of them individually. Good for character creation files, bad for textures, meshes (etc.), because game needs to load each large file individually. Resource priorities are determined by order of installation (NMM and manual) or order of mod folders in mod managers (Vortex and MO2.)
Archived files = resource files distributed packed inside BA2 files. These require plugin (ESM, ESP or ESL) to load them. Resource priorities are determined by load order, where archives are loaded when respective plugin is loaded.
