Report a translation problem
You can drop junk on the ground and scrap it manually to get the raw scrap, but that's very time consuming. If you have the Contraptions DLC, the Recycler machine allows you to do that automatically
The 999/2 is how much you have altogether. It's in a way easier and if you need items instead of scrapping yourself the game does for you and puts the excess components back in your workshop bench. So say you have 9 adhesive and need 10. Any adhesive materials will be scrapped, the missing piece used, and all other components added to the workshop bench or crafting statiom if you use one outside a settlement. You can access it through the R button same as the workbenches in settlements. Crafting stations outside settlements aren't linked so you'll have to go one by one getting any excess items back into your inventory.
It also counts stuff you have on your inventory so if you have like 10 empty nuka bottled you'll have 10 glass when you use a crafting or power armor station outside a settlement.
The Contraptions Workshop DLC doesn't have a recycler machine. Thats added by the Manufacturing Extended mod (which does require the Contraptions DLC) or something similiar.
If you create connections to other Workshops/Settlements via Provisioners (Assign them to it like a 'job') then whatever is in the connected Workshops is shared. For example, if you put 200 Wood into one Workshop/Settlement and 100 Wood into a connected Workshop/Settlement, then you'll have 300 Wood to use at either one available to Build with.
