Multiply attacks X DMG. Compare the results.
Unless the lower DMG weapon is a LOT more than the high DMG weapon go with the high DMG weapon. Unless you are fighting robots. The Enraging effect I would say is not so much use on a melee weapon.
With max AP - 5 hits in VATS with the sword, 123 x 5 = 615. <=== winner.

In what way are they broken? I really enjoyed playing my melee build run and used two weapons at the end of that run. The Throat Slicer for multiple targets and Atom's Judgement for hard to kill mostly single targets. You have to perk right and still be careful, esp. On Very Hard or Survival runs. No mods.
Which is the only levels I play now. Mostly Very Hard however, as Survival has too many restrictions on stuff which makes the game less enjoyable for my taste. I do like the combat on Survival.
EDIT - Forgot about the sneak attack multiplier as well. Ninja perk maxed out melee attacks do 10x DMG
I do not feel it is broken. Are you playing Survival or Very Hard? You do considerable more damage on Survival versus Very Hard.
In fact, on Very Hard, your char does the least amount of damage of any level play.
