You probably had scrapped a power object in your settlement before and broke the power network. It usually happens when you remove an object with a power line attached to it. I lived that before.
there is an f4se plugin to fix it. there are other tools here too, you only need 0005 one.

after installed, type "cpg 1" in console. it will be fixed if thats the case.

I tried removing all but FSE, unoffical patch and see through scopes and it fixed the crashing at Sanctuary and going through decontamination. I'll see which of these causes the crash.
Edit: I don't know why, but even though I have all but the hotkeys mod installed, the game doesn't crash anymore, for now. I did remove the mod in question because it was useless for me, but I'm not sure if that is the source of the crash.
