because the only thing that's useful is Tri barrel upgrade (high powered minigun)
but level 39 (gunnut rank 4) is too high.
To be clear you want to change tri barrel upgrade to gun nut 3? Anything else you want moved around while I am at it?

That guide is for another mod I use called Caliber Complex, it shows you how to patch weapons to use the calibers from that mod. It also covers how to edit important values on the weapons and add new constructibles if for example you want to allow a gun to use a different caliber or have higher damage.
Those were the videos that got me started on it and I kinda learned the rest myself. Hope that helps.
Edit: I just checked to make sure, the damage increase mod still works with mine. Just enable them both. My file was tagged as an esl so it will not hurt your max mod limit if that was something you were concerned about.

The highlighted value there is the only thing you need to change. Since weapon mods apply a multiplier to the base damage instead of setting it to something specifically, changing base damage will affect it on every weapon mod that has a damage multiplier.
All vanilla weapons and *most* modded guns use a multiplier instead of a set value, I have seen a few modded guns that did use a set value though.
If you want to change the multiplier on the mod you will need to go to object modification in fallout 4.esm and find minigun tribarrel there. It will be a very long list since it will include every weapon mod in the game.

When you find it the value you will want to change is highlighted there. The property that modifies "attackdamage" should say mul+add. On this one the default value is .35, which means a 35% damage increase from the gun's base damage. You can enter a negative value here to reduce a weapon's damage as well.
Edit:
I forgot to mention, don't change the value on fallout.esm itself. Right click the weapon mod and click "copy as override into" http://prntscr.com/135csjr. In the new window pick .esp with esl tag so it won't count towards max mods http://prntscr.com/135cyn6. Then you can name it whatever you want. Never change a value on fallout 4.esm itself.
It may seem like a lot to learn but once you get the hang of it modifying weapons and armor is quite simple.

If you want double do 1.0. Make sure to check my edit though, never modify the fallout 4.esm itself. Copy the record as an override into another .esp or make a new one.
Edit: as far as 35% increase making 11, it rounds down. So 2.8 becomes an increase of 2 which makes 10.
