Just kill one synth
So there's this settlement you can claim, it's easy, there's very little opposition. Just one synth in fact. Kill the synth and you claim the settlement. And it's a pretty good settlement in a great location, with good facilities and comes with a fair few settlers. You get a useful happy productive settlement. You just have to kill that one synth.

Her name's Amelia.

So that was a different way of me thinking about Covenant and Human Error. Think about it. If there was a G2 Leader or a Courser (or a "rogue" G3) standing there in a settlement and you had to "clear enemies from the location" to claim the settlement, you would waste that synth without a second thought right?

Does it make such a difference that she's a girl in a cage begging for her life?

It's called a mercy killing. Putting the poor synth out of its misery. Karma+1
More enemies = more loot and more exp.

Unique settlers cannot be assigned to tasks anyway, so you only lose 4-5 useable settlers (and since it's below minimum cap, you can just recruit more of them).

You just have to kill that one synth.

Oh, did I say synth, I meant farmer. His name's Roger Warwick and you're the Institute.

sounds like a good deal to me
besides all those settlers in covenant are refugees or something
it would be very cruel and unjust if something unfortunate would happen to them
too bad most of the companions don't understand that

The clincher for me is that she lies about it. Beg me, but don't try to lie to me and manipulate me.

So yeah I have changed my opinion on the whole Covenant thing. It's Happy Covenant now for me.

if you complete the quest as a railroad agent meaning joining the railroad before doing the quest it's revealed that she was another "package" designated to be smuggled out of the commonwealth and had her memory wiped to make herself believe she is actually stockton's daughter
this is all according to stockton himself if you confront him as a railroad agent
(btw stockton is a railroad "tourist" meaning sort of like an informant for the railroad pretty ironic considering most of his caravans are spies for the institute)

Which is a pretty stupid 'legend' if Stockton doesn't actually have a daughter and the residents, staff and visitors at Bunker Hill have never seen or met or heard of this alleged daughter.

So it sounds like Manny and his retrieval team intercepted a "package" in transit.

I think the ethics of the RR mind wiping synths are deeply wrong, but even then mindwiping them so they don't know they're synths is even worse as it places them in danger. Like making a haemophiliac forget they're a haemophiliac.

It would hardly make anyone all that suspicious to learn some trader in Bunker Hill happened to have a daughter. Everyone has a past, and not everyone talks about their own all that much. For all we know, someone like Lucas Miller could have an entire family somewhere we never see.

I prefer to kill them all cause their MM radiant quests are often horribly bugged.
(Can't turn them in if the "Mayor" gives them + he has no voice lines for those quests)

So i wipe them all out and invite new settlers.
(Killing the synth and Honest Dan is optional but eh might aswell - No witnesses!)

I left Dan alive and he just wonders around inside the settlement.

But actually I do not consider the Covenant that great a place for a settlement. Too small. I guess maybe it would be if you want it for your main camp and never plan on expanding it much.

Buildings are nice, no major constructing needed. Easy to defend. But to replace the burning Turrets and the already assigned beds, you do need to use the console.

They can also be removed by fudging with the game controls to select normally unselectable stuff, but it's fiddly.

Yea Covenant needs some tweaking but it's a decent settlement for a Survival outpost.
Tho my personal preference if i don't feel like building is The Castle. I rug glitch the powered doors and concrete walls to patch up the broken walls so nothing gets through in case of a sudden attack and i'm pretty much done. Has place for shops in each corners , mess hall makes a nice bar / donut shop, battlements for turrets etc

Yeah. That is what I meant when I mentioned using the console. That is how I remove a lot of dumb stuff the game leaves in settlements. Esp. dead bodies or skeletons.

Tho my personal preference if i don't feel like building is The Castle. And you can not get the artillery yourself. Unless I am missing a way to get it. You can use a rug glitch to get the stuff out of the Armory. I just use the fast travel mat, without using another rug.

Only reason i put up with Gravy is The Castle.
Even on Raider playthroughs i use it as sort of "vacation" spot free from whiny Raiders
