Why aren't we capable to build cages inside vault 88?
I was looking to send few friendly animals there through other settlemets but there were no option to 'move'' to another location. So I went there and when I look on 'cages' section. All I find are 'arena' props. Is there any other way besides using console parameters?

Bethesda did something to please the players. No DLC items rely on other DLCs.

My guess would be that they decided an enclosed space wouldn't allow trappable targets to wander in and excluded it. You're likely to have to resort to the console for this one.
By spawning through console pareameter those cages inside the settlement's limit will affect the happiness or not?

I can't say I've ever tried it, but it seems unlikely unless the object itself has a happiness amount described for it.

I'd be more concerned about whether the spawned object works properly.

That because dogs, cats, and brahmin can not be moved to Vault 88.

There could also be bugs with the animals spawning from the cages as well since it is an indoor cell and not an outdoor cell.

Only way to find out would be to test it.

No need to have animals in there. Vault 88 is very easy to raise to high happiness as is. Which is the only reason I use animal cages in other settlements anyway.

Well in that case happiness is at 78 with 14 settlers + 4 robots. Food on 39 and water management on 130....forgot about defense it has 62 of it although the settlement still haven't been attacked since I'm still on the very first quest to get the chem. canisters.

Your best bet is to use a mod that removes the check from the cages that prevents them to be placed in indoor cells. (I don't remember if Beta Wave emmiter has this condition too. Most likely it does.)

Tho as a side effect this would enable you to place cages in places like DC Homeplate. Yep nothing can go wrong with that..

From my experience the big problem is the mobs spawning from the cages.

Sim Settlements 2 had a NPC (Amara Blackmoon) that spawned a herd of radstag near which settlement she arrived at. When she spawned in Vault 88 it caused issues with the spawn locations. Cages have a similar effect with the mobs inside and the mobs spawning because you have something caged.

So as I said earlier, the only way to try it would be use the placeatme command and then see what happens. It may work and may not work regarding the spawns.

Oh right forgot about that caged animals attract other enemies depending on the type of caged npc.

Now i'm curious how that would backfire if used in DC Homeplate or Mechanist's Lair.

It is easy for something to test if you use the placeatme command and a cage id. Just something I never bothered to try.

Predicted backfire would be it spawning enemies that can not be reached. Cats and brahmin cages are the only ones that will not spawn enemies.

They did work to avoid DLC reliance, it's just that this is more an inclusion thing than a dependence.

The main exception that comes to mind for DLC dependence is Nuka World including parts for Automatron robots.

Need proof?
You can not manufacture .45-70 or 7.62 ammo.
.45-70 ammo does not drop in Nukaworld.
7.62 ammo does not drop in Far Harbor.

When people confronted Bethesda about it their excuse was "We did not want DLCs to rely on having other DLCs."
