Report a translation problem
If you don't know Bodyslide is a third party modding tool that lets you adjust the various measurements of your default (or any body if you have unique body mods) body. It lets you relatively quickly change between multiple body types and adjust clothing (assuming you have bodyslide files for them) easily.
So CBBE is as easy as plug and play. If for some reason its not then Bodyslide should let you tell the game to use it instead of the default meshes.
Let us know if Bodyslide works.
Also make sure you have a Fallout4Custom.ini with the lines needed to mod the game and make sure that ArchieveInvalidation is activated. Not sure if ModOrganizer 2 does this automatically or not. If it doesn't then the game can't redirect texture/mesh files.
If it works, then take a look at your other mods and see if none of them could be replacing CBBE files. MO makes it very easy, as you can just look at the signs to the right of the modlist. A lightning/thunder (?) with a red minus means your mod is being replaced by something else.
I doubt that's the problem, but just in case you're new to MO2, it's good to pay attention to that.
CBBE uses loose files so it should work out of the box, unless you set up the Custom ini the wrong way. If you added bsa names to it, then it may just not work.

This part must be clean.
So, again, in a clean game with only CBBE, it WILL work. Loose files will always replace the base game. Unless something else is loaded up in MO2 with body files.
Also, ANY OTHER MOD THAT MODIFIES THE PLAYER may change it's body to another folder and require manual install. Be sure you're not using any of that, or install them properly and manually.
Testing without other mods is for the purpose of knowing your game IS reading the loose files. With Bodyslide or CBBE, it must work, no excuses.
It isn't work, there is something wrong with the instalation. You did check CBBE or the mod you created with the Bodyslide outputs, right? If they are on Overwrite, they also MUST work, period. Nothing will ever overwrite the Overwrite folder.
Do remember Bodyslide sometimes doesn't work with MO2, and you have the need to name the overwrite folder, or the output folder in Bodyslide settings, not MO2.

If testing on a clean game with only the loose files from the body, either from CBBE or Bodyslide Output/Overwrite, and it works, now you know you have conflicts. They may either be from a Unique PLayer mod, or another mod that comes with player meshes included. Of course, if the meshes are in Overwrite, then it must be a plugin conflict.
And talking about a plugin conflict, you can check in xEdit if any other mod is replacing the Human Race tab in LMCC. If you have a conflict, you must either get a patch or load LMCC lower. A dirty and cheap test is to just load it at the bottom and see if the problem is solved.

Tattoos and LMCC can be 2 different mods. One of them is Face Paints and the other is Looksmeny overlay tattoos.
I bet your problem is just with LMCC Face Paints/Face overlays, right? Because Tattoo mods for the body are something entirely different, and also LMCC will conflict with EVERY SINGLE OTHER MOD that also adds face overlays. Face Paint, warpaint, brows, makeup, scars, grime.
Be sure to use ONLY LMCC. The only other mods you're safe to use are mods for the eyes (more eyes, eye color, not eyebrows, these are Face Overlays) and mods for Hair (more hair or hair color).
If the options are not appearing, then you probably have a conflict with another mod. If they both add Face Overlays, they both edit the same records. Load order rule applies here.
Another reminder, because i lost the line of thought here, install F4SE on the GAME folder. You CAN install it with MO2, but you must be 200% sure that nothing is overwriting it. So just install on the game folder, and if you installed it, install again. Tons of people make the mistake of forgeting to install one of the folders, leaving old scripts.
$ on Looksmenu can be a problem with your language or script, but i can't remember now.
Sorry, my sister came to talk to me and now i don't know what i was saying anymore, hope this can help of at least narrow down the problems to something easier to solve
LMCC and Body Tattoo mods are all overlays that work with Looksmenu, but don't mix them, because they work diferently. I believe you know about that, but if you mix them, this can lead to problems. Body tattoos = Looksmenu overlays on the BODY section. LMCC and FACE tattoos/paints = Looksmenu overlays on the FACE section.
It is important to not mix them because any simple mod that adds an overlay for the face will conflict with LMCC.
With that aside (again, i believe you know it, but it is good to keep it clear), i don't think i can help further.
I would need detailed information to think of any other things, but i think i detailed what i would try here.
If you already loaded the game with only CBBE and it is not working, then you should check your MO 2 install, and also your FO4 install. Any loose files inside Data folder, leftovers from other mod manager, WILL cause problems.
I know, you know, we both know. But most times this kind of weird problem is just a simple step we missed, and a simple step we are sure we already did a million times. Best to check everything once again, all the simple things. This happens more times than you can imagine, and i'm not talking about newbies to modding.
