NVIDIA Inspector/Fallout 4
I'm playing Fallout 4 and wanted to keep my FPS at or around 60. My iPresent Interval=0. Went to Nvidia Inspector and changed the FPS to 60. Just Thursday FPS is doing 60 to 61 FPS and now today, 1/30//21 the FPS is 1200 to 1899 FPS. Went back to Nvidia reset it back to 60 FPS but Fallout 4 is not responding. Is there somewhere else I need to go to. If anyone can please advise me on this, I will greatly appreciate it.
Thank You

Personally I use enboost, https://www.nexusmods.com/fallout4/mods/332/ not for stuttering but mainly because you can add more Ram to Vram and that it will not allow software to exceed 60fps. Easy to install, doesn't use any esp slots and does exactly what it is supposed to.

You would normally change 3d settings in the control panel and set the FPS for the game itself. Running that high on FPS is likely to damage your monitor as very few can handle more than 144fps (144hz) and the heat generated will cause permanent damage.

What GPU are you using? Your GPU should always have Vsync enabled to protect your hardware and to give each game a limit it can go, if you tell the GPU that yu can go as high as 1200 then it will ignore what monitor you have and push the absolute limit to the screen.
Games do not need Vsync as the GPU should be already doing it

The fps that you see is what the game engine produces, it isn't the monitor fps as it can't run any faster than its Hz rate.

In all games non-graphic screens will usually run at 100's of fps, such as loading or menu screens. This is normal. But if you have set it to 60 that's what the max should be unless something else has changed it.

The easiest way to set fps is in the nvidia control panel. Create an entry for the game. Set max fps to 59. Delete the inspector entry.

Try different window setting in the launcher. Also try deleting or changing the ini names and let the game recreate them.

Hello and thank you all for answering. I have a NVIDIA GeForce RTX 2060. The fps on my screen when I play Fallout 4 is normally at or around 60 - 62 fps. Don't know why all of a sudden fps is running as high as 1200 to 1400 fps. It is only doing this on Fallout 4.

ROG STRIX Z390-E GAMING
Intel(R) Core(TM) i7-8700K CPU @ 3.70GHz (12 CPUs), ~3.7GHz
Windows 10 Home 64-bit (10.0, Build 17763) (17763.rs5_release.180914-1434

I'm new with the software but I'm learning it...slowly.

hawkeye, I'm sorry but how do you "Create an entry for the game" I don't know how to do that. You have given me new info and I will have to look this up to understand what I'm doing.

Thank you all so much for taking the time out to put me on a path. I have so much to learn - regarding software and games.

If you open Nvidia control panel, select 3d settings, on the right page, select games and use the scroll bar to find Fallout4.exe. That is where you can select 60fps. This will allow other games to go to whatever they need rather than set the whole GPU to a maximum of 60fps.

If the game is existing on inspector then you do not have to create an entry for it

Thank you again Dave. Now I'm trying to figure out why I keep crashing to desktop when I'm at the Oberland Station. See there's always something. Yeah, it crashes when I'm in workshop. Don't know why its doing this, never has before. And I have the same mods.
You got me on a roll Dave why do some mods stop working when (for me) reaching level 30? Just throwing that one out there...

Thank you again for your time and patience with me!!
