You would normally change 3d settings in the control panel and set the FPS for the game itself. Running that high on FPS is likely to damage your monitor as very few can handle more than 144fps (144hz) and the heat generated will cause permanent damage.
Games do not need Vsync as the GPU should be already doing it
In all games non-graphic screens will usually run at 100's of fps, such as loading or menu screens. This is normal. But if you have set it to 60 that's what the max should be unless something else has changed it.
The easiest way to set fps is in the nvidia control panel. Create an entry for the game. Set max fps to 59. Delete the inspector entry.
Try different window setting in the launcher. Also try deleting or changing the ini names and let the game recreate them.

hawkeye, I'm sorry but how do you "Create an entry for the game" I don't know how to do that. You have given me new info and I will have to look this up to understand what I'm doing.

If the game is existing on inspector then you do not have to create an entry for it
