And to answer a similar question, merchants will all pay the same price for an item, regardless of whether or not they sell those items. The only exceptions are for merchants who have given you a discount as the result of a quest or dialogue, like if you answer Trashcan Carla sarcastically when you first meet her.
So for the most part, the only differences between merchants is what they sell. What they buy (and the prices) are all the same. Again, with the exceptions noted above.
As for the prices, I've read articles in Tom's guide or similar that say the prices are all different, with no mention of quest discounts. Something like "you're better buying from X because he has a better price than Y".
Well, I can't find any such articles. If they do exist, they are wrong. And no, survival mode doesn't change anything about how vendors operate.
