At lower levels, the wounding effect doesn't shine. Wait till enemies become bullet sponges.
Wounding? Try Explosive Combat shotgun. It's like Fallout 4's version of Infinity Gauntlet.

I reached op'd lvls with the new ballistic weave type mod + other items like 2-3 different piece outfits (all of which can have ballistic weaves at 110 defense give or take).
imo you can actually get high enough stats with ballisitic weave and the right armor pieces like marine armor or heavy combat / heavy synth armor with maxed out mods on them that you won't ever need PA and it's actually detrimental if you use it as if it breaks the armor won't be useable and the armor doesn't stack without mods.
Well nothing makes you use it.
There are Power Armor paints which help with stealth play. Works pretty well. At least the ones from the Creation Club.
Yes, the game is more of a challenge on Very Hard versus Hard. Noticeably more so. I actually found it to be harder than Survival in terms of combat.
Ballistic weave? Might as well just has an option that turns off the whole DR/ER mechanism and leave it at that.
I recognise there are people who want to watch their character do combat in a bikini. Whatever floats your boat. But it's OP and it's dumb as.
So you do not use it?
Getting it does require some work with the RailRoad and getting the perks to apply them if you want the max benefit.
Getting a explosive Combat Shotgun, is based on luck, as you mentioned. But I am sure you would still use it. Hehe.
I feel guilty even using the Overseer's Guardian.
one thing to consider though is the game is balanced toward power armor.
Ballistic weave at that point doesn't increase your armor reduction factor by that much because of the way the game calculates armor. Putting on ballistic weave armor on a newbie with no armor? Sure, it is great. Put it on a high level character with buffed up heavy armor, perks, etc.. Does very little.
Not very likely, unfortunately. With or without Ballistic Weave, around level 40/50 (depending on your perks) you will become so powerful that most of the game is very easy. That is part of the game design and the only way to try and delay when that happens, is to not play "optimally". Not taking the best weapons and armor, and not taking the combat perks.
I agree that Ballistic Weave is very good, but it is not the culprit in this situation: it is simply an inevitability. Sooner or later, the game loses its challenge.
In short, ballistic weave is cool.
Yes we should exercise self control. Yes it's refreshing to have a game that gives great freedom.
I'm not sure I'm convinced though that a well-designed game should rely on players exercising their willpower to refrain from picking up the +10 magic swords of slaying that are heaped up in bins all around the place?
