No city plan
Hiii!!

I have sim settlement mod.
I have the City Manager 2078 holotape but when i press city plans un the desk It tells me there are not ...

How can i get city plans??

You need the Rise of the Commonwealth mod.

So... Without rise... What isnthe point of Sim Settlement??

You can still build plots which the settlers will build over time ... you just drop a bunch of plots and the settlers build houses, farms and whatnot on the plots. You don't have to do this yourself. Only thing RotC does is build the whole city after a fixed plan.

You can also get SS Conqueror where you take over prebuilt settlements with your raider faction.

You don't have to use SS for all settlements. Manually build your faves and let SS build the others. Also there are mods with prebuilt buildings which you can place which speeds things up too.

I was planning just to Stardrive and Jamaica Plans (too Big settlements)

I had similar question recently on SS2 forum and dev answered me each settlement has one (no additional mod needed).
"Each settlement has a single level city plan, build a city planners desk to start building."

I had to restart my survival game from scratch but so far I can confirm it is true for Sanctuary.

EDIT: Might be I use and talk about SS2 and you about SS1...
