The DLC is something you have to buy, and mods for the DLC are available on Nexus.
Though, to put it bluntly, if your first choice was to post on the steam forums instead of looking for a tutorial, you should probably stay away from mods. It's quite easy to break your game if you don't know what you're doing and I don't want to answer 8 posts in a row each asking how to stop their game from crashing.
check the mods and it should be there along with the other dlc
as for the things you gotta reach lvl 12 or 15 was it. Then get the radio signal to go help them. Then talk to Ada and it starts.
Level 15. Its the only level-locked quest in the game. All the other DLCs can be started by just going to the appropriate area, and none of the vanilla quests require a certain level.
