Report a translation problem
When I did a google search of your GPU, the information was not impressive. "Low end GPU" and "light gaming" came up a few times and Fallout 4 is definitely not "light gaming".
Maybe someone else here can guide you with some specific tweaks but from what I saw as a result of my own search, crash free gaming, no major FPS drop and smooth gameplay is going to be quite a long shot.
Lastly, I seriously doubt the accuracy of that video previously posted since it was taken in an area that would hardly stress your GPU. I'd like to see a video of how that GPU performs in the downtown Boston area since this part of the game gives even some high end systems trouble.
If nobody here can give you some real help, you can always buy the game and see how it runs on your rig. If it doesn't, you can always refund it but MAKE SURE you understand Steam's refund policy FIRST.
Don't kid yourself.
I ran this on a Radeon 480, then a 580 and now a 5500 RX.
It ran fine then and it runs fine now.
The Vega Series card a certainly a cut above the cards I've used.
The only questions you really need to ask and answer is whether or not your other hardware is up to snuff.
If you happen to be a streamer, you've got to answer other questions regarding your internet. (speed and bandwidth).
Throwing in Mods will lead to crashes. Otherwise quite stable & backed up by frequent saves.
Solomon ran this on a 480, benchmarks at 4068.
The Vega 8 benchmarks at 1586. I don't think that's going to work out for you. I guess you could try it, but be prepared to get a refund.
