Making the transition to MO2. How can I move all of my already downloaded mods to it?

Those are just downloaded archives of mods. Not installed files. You can place them inside MO2's Downloads folder and then right click > query info.

Is query info in MO2 itself? Where can I find it.

In the "downloads" tab on the right side. Once you've place the compressed file into your MO2 > Fallout 4 > Downloads file, they'll show up on the main MO2 page on the right, in the "downloads" tab. Right click in that section and you'll have the "query info" as an option in the menu.

Mine is C: > Users > Name > AppData > Local > ModOrganizer > Fallout 4 > downloads. Put all your (compressed) mods in there, they show up in the "Downloads" tab on the right.

question. What does the query info do? because it was instantaneous when I placed the mods into the folder.

It checks the current version and grabs description info from nexus. Not at all required but handy. If you use "download with manager" in nexus it'll do it automatically. If you double-click an installed mod on the left, in the pop-up window is an option for "nexus info" it'll show you the mod description page from nexus. Easy way to reread install instructions or whatnot. You can also right-click a mod on the left pane and select "visit on nexus" and it'll open the mod page in your browser.

alright then. I transfered all of my mods that i downloaded from vortex into the MO2 downloads folder. How can I do a query info all at once if possible?

Hmm, not sure. I can't find an option to mass check, and it won't let me select more than one at a time. Are you seeing a red triangle to the left of each listed mod in the "downloads" section? If not, they're already tracked. If so I'm assuming you'll have to do each one. Should be fairly quick though.
