Then do a totally clean install of your drivers.
Might work, might not.
No it is working now and I'm able to do what I need to, thing is I'm not absolutely sure what I did to finally get it working. I've also done uninstalls with DDU but that wasn't helping either. I'm just asking around for any info on the matter so I can avoid this headache in the future.
I did go through the app directly a few times to get the control panel from microsoft but the thing is that there are basically 2 versions of the drivers now. The standard seems to be the one you have from what you're saying. The other version is called DCH and this one was reported to have all sorts of issues. Ive tried both but got the same results with the control panel. At this point i've got no clue which version I currently have because of all the uninstalls and reinstall I did.
I don't know how to shut it off but couldn't you go into the program settings in the 3D settings to remove the file path to fallout 4 from the control panel? if that doesn't work maybe try going into your services.msc to disable the nvidia functions. I'm not sure which one is responsible for the control panel but it might be the nvidia display container LS
