Screen Tearing & 60FPS
Is there any way to play the game at 60FPS without disabling VSync and causing screen tearing?

Sure, the easiest would to keep VSync enabled + Changing refresh rate to 60hz, the FPS should be capped at refresh rate.

I can't change the refresh rate in Fallout 4's settings though. Unless it's in the .ini files or in my Windows settings.

Why would you want to cap FPS to 60 when in many busy places you will be dropped to 10 FPS ??? If you have a monitor with higher refresh rates than 60hz, why do you want to keep V-Sync ? Both AMD & nVidia have a new form of v-sync, respectively Enhanced Sync & Fast Sync for refresh rates greater than 60. Speed anomalies happen only above 120FPS in multiplers of 60FPS, so 180FPS is your pitfall.

It's in your driver settings. Don't mess with .ini files, 10% of those who recommended it know what they are doing and even they are wrong.

The game is not meant to run above 60 FPS because Papyrus scripts are processed with each frame. Run your frames too fast and scripts break because they did not have time to process.

On your desktop > Right Click (anywhere just not on an icon, folder) > Display settings > Should bring up the display settings; Scroll down to the bottom, you'll see ADVANCED DISPLAY SETTINGS > At the bottom you should your current refresh rate (in my case it would read 165.000 Hz) Just click on that and lower it to 60, save the changes and start the game.

Now I'm not too sure if you have to enable V-sync ingame (ive read forums of being able to do so under graphical options, but that doesn't work for me.) Are you an Nvidia or an AMD user? IF you use AMD, there's a program called AMD RADEON SOFTWARE (and if your AMD and not using it, i HIGHLY recommend getting it) and if your using Nvidia, there's also nvidia control panel, but never used that myself

Regardless of what company you should be able to force V-sync, go ahead and do so, but none of that G-sync Or freesync. They're garbage (personal experience) and wont limit the framerate unlike Vsync.

Oh, and if your using nvidia, you might run into issues/crashes with weapon debris on, unrelated but a common problem in the forums

This. It can however work with Fullscreen too however. It did for me before I switched to Borderless Windowed to help with the long loading in some cases. Which it did.

But I also went into the Nvidia control panel under 3D Management and selected "let the program decide " for Vsync for Fallout.exe.

I have areas where I am pushing 150FPS, no breaks, no failure. The only CTDs I ever had came from defective mods & mods conflicting.

1) Fallout 4 is NOT a steady FPS game, there are areas you will dip into 10-20FPS if you cap too low.
2) There are new technologies that replace V-Sync in your drivers, specifically Enhanced Sync for AMD & Fast Sync for nVidia.
3) I've run Freesync (AMD) for more than 2 years, no problems.
4) You can take advice from kids & teens that know nothing but regurgitate internet falsehoods or you can take my advice.

Do you really expect me to believe the scripting runs at 250% speed and none break?

I actually get worse Screen tearing (right in the freaking middle too) when I enable Vsync with either Inspector OR within "Long Loading Times Fix" mod (this can cap and uncap fps during loading screens). I actually get less tearing if i Force-on "Fast Sync" with Inspector, but even that is not perfect. (At this time, I was borrowing a 60Hz display)
