On your desktop > Right Click (anywhere just not on an icon, folder) > Display settings > Should bring up the display settings; Scroll down to the bottom, you'll see ADVANCED DISPLAY SETTINGS > At the bottom you should your current refresh rate (in my case it would read 165.000 Hz) Just click on that and lower it to 60, save the changes and start the game.
Now I'm not too sure if you have to enable V-sync ingame (ive read forums of being able to do so under graphical options, but that doesn't work for me.) Are you an Nvidia or an AMD user? IF you use AMD, there's a program called AMD RADEON SOFTWARE (and if your AMD and not using it, i HIGHLY recommend getting it) and if your using Nvidia, there's also nvidia control panel, but never used that myself
Regardless of what company you should be able to force V-sync, go ahead and do so, but none of that G-sync Or freesync. They're garbage (personal experience) and wont limit the framerate unlike Vsync.
Oh, and if your using nvidia, you might run into issues/crashes with weapon debris on, unrelated but a common problem in the forums
This. It can however work with Fullscreen too however. It did for me before I switched to Borderless Windowed to help with the long loading in some cases. Which it did.
But I also went into the Nvidia control panel under 3D Management and selected "let the program decide " for Vsync for Fallout.exe.
I have areas where I am pushing 150FPS, no breaks, no failure. The only CTDs I ever had came from defective mods & mods conflicting.
2) There are new technologies that replace V-Sync in your drivers, specifically Enhanced Sync for AMD & Fast Sync for nVidia.
3) I've run Freesync (AMD) for more than 2 years, no problems.
4) You can take advice from kids & teens that know nothing but regurgitate internet falsehoods or you can take my advice.
