Stuck with Ghoul Problem in National Guard Training Yard

I already killed the glowing one, the area is marked as [cleared] and I've scoured the training yard for any loose ghouls but there isn't anyone left. Unless the satellite dish nearby is part of the area, I can't complete this quest to get the settlement.

Edit: the only fix I can find is to just use setstage to skip ahead to the next phase where I report back to the quest giver.

The National Guard Training Yard that I recall (near County Crossroads) has one separate building that if you go in it you'll find a ghoul behind a terminal locked door. You'll see the ghoul through the window. Get in and cap that ghoul, then when you come out of that building a Sentry Bot will attack you. (bonus: there is a locked storage cage nearby the Sentry Bot building which holds a complete set (usually) of leveled power armor).

These are bothersome. Sending to places that is already cleared. When i was sent back to National guard training yard not sure why but the door was gone. There was a wood plant blocking the entrance both sides. Some mod must have done that i presume but still why sending to a cleared place.. And whenever raider asking ransom i pay for it cause quests are always buggy
