unless we used a mod that changed it we get a message saying that we can not fast travel when enemies are near. Same with sleeping. Though the bug you described does not appear to be normal fast travel. I can not even replicate the issue displayed in that one video as my game does not change between first/third if I am zoomed in with a weapon scope or not.
One question do you have that pip boy app option turned on?
If so it can cause strange issues as it is essentially a remote pip boy control running on a mobile device like a phone linked to the game this includes using the app to activate the change/use of inventory as well as fast travel.
If so, it would explain the "random" teleporting.
Strange as the only time my character puts their arms up is when I use a mod that allows me to surrender to end combat (or is falling) and the only time I teleport to a random location is when I use a mod like knockout framework with it set up to work as an alternate death mod.
Scammers are such pests that I had to write out few base instructions and warnings to Coffee Shelter few weeks ago.
