I have never tested the wall racks or had those stolen.
I think wall racks are safe.
However i might be wrong not 100% sure cause i never kept ammo near decorative weapon racks and usable weapons i keep in armory behind powered doors. (Apparently settler can sometimes warp into armories like these but i never had an incident like this so idk)
Simply because I have not had any taken in the past does not mean I stored ammo close enough, lol.
I wouldn't trust it for a weapon I really do not want to lose. I store those in mannequins.
I have True Storms ghoul horde on and nobody touched it, yet. I only had a population of 6-7 at the time, see if it still holds true with about 20 settlers and another attack.
BTW, I intend to play vanilla until I get all achievements.
There is a mod that removes the stupid achievements lock when playing modded if you are interested to play with mods and still be able to get achievements.

I might be up for those tbh. This is my first playthrough rn, so I dunno if that changes anything.
Keep in mind this game has its share of quest / questline and game breaking bugs. Ranging from obscure to very reproducible. Most of them can be and were fixed by 3rd party mods.
Including the very nasty Cryolator bug that destroys enemy spawners.
Either one should often make saves (or save backups when playing on survival)
Or install unofficial fixes and patches.
