I love'em. if there is a game that allows me to look inside them for loot I sure as hell would not leave 1 trash can behind.

BUT. why is looting the trash cans in Diamond city is considered stealing? and also Codsworth didn't like that? which is even more pain because i love Coddy. is that meant to be or is it a bug which is extremely rare when it comes to Bethesda ;). ngl there are some gooood stuff in those trash cans.

Just about everything in DC is considered stealing if you try picking them up. Codsworth hates it when you steal. And yes, FO4 is a game where trash cans have loot. Just loot them outside of DC.

According to law, whats inside your trash can is yours until picked up by the garbage collectors. It is, in fact, illegal to dumpster dive. Although most people wouldn't look to press charges when you just need to shoo away a hobo. It's a pitiful crime.
