There are also mods that will let you tweak the damage in/out to your whim (they use MCM).

You deal more damage, but same time you eat more .. mutch more
oh nearly forget .. go legendary Survival - you deal 3 times damage but same time enemys do 3 times too.. cover suddenly gets a good Friend :D

How did you make it level 5 without the armorer perk you said you never took?

i wanted the ballistic weave perk so i leveled it up, i had 8 unspent skill points.
If a game is too hard you can take advantage of the deep rpg system and figure out ways to become stronger. If a game is too easy then its just hopeless. Im not into wearing no armor or weak armor just to make the fights harder. That is so dumb
Also try arbitration it does alot of good ai tweaks.
you can equip two pieces of ballistic weave, one in your torso (i use a miliatary fatigues, or if I don't care about looks the Baseball uniform) and a hat, I use a Trilby hat for the +1 CHA.
and then you can wear 5 more pieces of randomly found legendary armor which I generally get first tier stuff, I went with the +1 STR +1 EN stuff. makes you better at sprinting and my melee damage is incredible. and i made it shadowed leather ideally. with deep pockets for the +60 carry weight and +50 carry weight from the strength.
you standard power armor works better at lower levels. but at the higher levels when you have the HP the Stimpacks regenerating you fully you just need enough HP to survive encounters.
I got a few health regeneration perks. and down a few of the super plentiful stimpacks occasionally. actually I just eat food but stimpacks really would be better, its just the food has weight and also super plentiful. so I eat it to get rid of it and it fills me up.
if you have an automatic freezing weapon and use overdrive which lasts a very long time you can shoot your 80 round assault rifle clip into enemies and generally freeze them for ungodly amounts of time making the game a joke on any difficulty.
