HD 4000 is from the i3-4xxx series, this is weaker than the GTX 550, no surprise game is crashing.
A more modern integrated graphics like UHD 630 in the i3 8100+ runs Fo4 fine (Low 1280x720p 30 FPS).
A Gamers Nexus performance review says "The game is effectively unplayable on the G3258 CPU". The G3258 is about the same as your cpu. And that's with a proper gpu.
4gb isn't really enough memory.

Note that videos often show the game in open terrain. Much of the game takes place in built-up areas which have a high impact on fps. If you can't run the game at the start then downtown play is going to be extremely difficult if not impossible.
You won't even get it to run with a good video card with 4 RAM. Really, 4 Ram was the minimal amount of RAM on systems 20 years ago, any current system should be up and running with 12+
