You can even block the community section in your library by clicking at settings> library> disable community content

this would only be problem if this game was a multi player game . I Myself only installed CBBE because I've clocked close to 7000 hours and I was getting bored with the game . As it's a single player game , isn't up to the end user to decide how the player wants to play his/her game ? .

Just set to blur out using black screens if it bothers you so much in your steam settings. That or avoid the screenshot / artwork section if you don't wanna risk seeing it. Simple.

If you install a mod most other people can't see it unless they too have it. Depends on the game though too if it's for one person or server based plug-in.

You need to take your concerns up with Steam, and/or your local law enforcement if you think some kind of crime is being committed.

Because yes Fallout 4 is used to generate porn. Just like Skyrim. A major part of the modding effort is dedicated to producing sexually stimulating imagery and gameplay. If you really feel strongly about it you could try to get some kind of social media shaming campaign going against Steam, Bethesda, Microsoft. They'll probably cave, and then you will have successfully imposed your prudishness on the entire world. Hurrah. What will you do for an encore?
