They're basically glorified raiders?....nah son they're basically a more fleshed out enclave. Ironic considering both were branches of the government (one being the actual government and the 2nd the military).

In New Vegas you can see how even one of their vanquished members Veronica and Father Elijah and even Christiene have some say into how ♥♥♥♥♥♥ up they are or show it. Veronica being the most prominent with how they outcast her for having a female relationship with another girl and how in one of the options if you convince her to join the FotA they wiped them all out becaue they were afraid she would relinquish brotherhood secrets to them and ordered a hit squad to take you and her out.
ED-E also being reverse engineered for BoS member use only and they never share the tech with anyone.
All 3 main factions not including Yes Man want them all dead. The only ones being able to negotiate with are the NCR (Which would be more they just wanna avoid more trouble with them and use them for the battle at hoover dam) and Yes man. All other leaders i.e. Mr. House, Caesar, and the NCR ambassador (main goal anyhow) is to eliminate them.
If you replace the elder the 1st mission the new one gives you is to destroy the Van Graffs simply for sending a message and just because they have tech weapons.
I like how in FO4 they show makeshift energy weapons the minutemen use. Not only that but you have vault dwellers also armed to the teeth with weapons and high tech. The boomers and NCR in FO:NV have also surpassed them with the bomber plane and both .50 cal sniper rifles and either salvaged power armor or elite riot gear / ranger armor. Even without it they pretty much pushed them from the power plant with sheer attrition than raw power. Pretty much all factions could wipe the floor with them given enough man power, planning, and enough ammo they can pretty much by-pass whatever old tech they have.
In 4 they're pretty much a facist group. Yeah they help eliminate the institute but in their place they take over. They also take out mutants and creatures or raider but only if they're in the way. Never hear or see them helping smaller settlements or cities that don't have anything to offer. Also if you're in the wrong place they start shooting at you. They literally recycled the Enclave entrance in FO:3 into FO:4. Even using vertibirds. The blimp was the only difference.
This is the BoS as it was intended.
This is what the BoS would do if Bethesda hadn't screwed up the canon, but they did by turning the BoS into Enclave clones. Before Bethesda, the BoS was a locally powerful and quirky even whimsical organization. They were likable. But then Bethesda screwed them up as soon as they got their hands on them, eventually making them extremely dislikable. They've lost their way. Where before they were laser focused on keeping advanced tech out of the hands of everyone so as to prevent another nuclear apocalypse, by FO4 they're power-mad humanist xenophobes.

the bos were pattrened on the vilians of wastland and were never likeable they send both the vault dweller and chosen one on sucide missions and in 1 were arogent ♥♥♥♥♥ even after you pass the test. the ones in tactics operated the same way as maxson's branch with feudal system of them ruling the wastlanders and getting tribute for protection.
they were always ♥♥♥♥♥ and maxson's methods are a reasonable extension of how they worked in the old games to the point interplay already did the same thing in tactics as bethesda did in 4

The threat of the institute they aren’t here to deal with them because of what they are doing to the commonwealths people.
They are only here because the institutes technology is powerful enough to stand against them.
they stoped useing hydrogen in airships for a reason and lighter than air craft lost out to planes for a reason. how are they a viable future again?
The BOS mission is to prevent another world wide apocalypse. This means they hunt down any old world tech that can make that happen. So they are looking to saves lives in the bigger picture.
As their numbers have always been low they ignore the "local struggle" to be ready for the "bigger picture" issues like the Enclave and the Institute.
This was what caused the division in Fallout 3 between Lyons and the Outcasts. Lyons wanted to help the locals and the Outcasts wanted to remain mission focused by ignoring the locals struggling.
With Fallout 4 it looks like Lyons had rubbed off on Maxson because after the BOS arrives they start clearing out all the hostiles rather than just sitting in their fortifications doing nothing to help the locals as the BOS did in the "middle years."
Which that is the problem with tech, it does not matter who invented or why they have it, it is the potential threat if it falls into the hands of someone dangerous. There is plenty of sci-fi examples in movies of tech being abused to become a weapon. The Death Star from Star Wars was intended to be a mining device to mine uninhabited worlds easier. Which is also ironic because synths are basically the same thing as the clone Stormtrooper army, but without any time needed for them to grow.
The Institute seems content with their plans to dominate the Commonwealth, for now. What if they decided to expand in the next couple years or decade as the leadership changes. Should that tech fall into the hands of someone with the intent of world domination it gets much more dangerous quicker. The Institute was a joke compared to what a real villainous organization could have done with the tech.
there are several areas that are just not occupied by anyone and they're not forts. Hoarding tech would not stop BOMBS from being made, developed, or dropped. This is what makes me a little mad is that there are tons of bombs, nuclear facilities, and other ♥♥♥♥ but nope the BoS just wants to aim specifically for military grade lazer weaponary or power suits. The giant space lazer was just a side hustle but the fact that it's a giant LAZER WEAPON doesn't help (in New Vegas the lucky old sun quest).
It's just lazer weapons and power suits. They even have the chance at access to even more advanced post war tech like plasma weapons, enclave tech, pulse guns and explosives, etc. They only choose non-stop power armor and lazers. I guess also vehicles but mostly for transportation and that's mostly in FO:4. In New Vegas and below they never try to get planes or tanks. In 3 it's mostly only the giant liberty prime robot but surprise surprise IT SHOOTS LAZERS
i feel like they're a meme at this point. So yeah Bethesda really ♥♥♥♥♥♥ them making them uncooperative, isolationist, lazerphiles
it's also sorta ironic they don't go after nuclear tech since in FO:4 their suits run on nuclear fusion cores. Their lazer miniguns too and even the lazer pistols and rifles require fusion cells which use nuclear power in small doses. Oil and fossil fuels are also basically non-existant in the fallout universe like coal and ♥♥♥♥ so nuclear would be the main way to go. Also solar nor wind mills don't exist in fallout in large quantities so you'd basically be left with just nuclear.
But probably Todd Howard did not know this and thought all airships are hydrogen.
