Report a translation problem
This isn't a glitch, there are 5 pip-boys in the game and when you first put it on, it is dusty, then you wipe it so you have a clean patch and when you leave the Vault it is all clean... those are 3 of them.
So before we change anything, in console type
player.equipitem 21b3b
Fast travel to another are and check to see if it is okay, the command puts your clean pip-boy on and removes any other if they are causing an issue.
If that doesn't work then in fallout4.ini and custom.ini look for the line or add the line
[Display]
fPipboyScreenEmitIntensity=1.2500
fPipboyScreenDiffuseIntensity=0.150
If you have to add them then this will be default brightness but if still too dark then increase the value from 1.25 to 1.75 and work your way back or forward from there. The 0.150 is for when you are in Power Armor and will be the changes made to the 1.25. Once you are happy with standard then play with PA settings if it is needed
I see Fallout4.ini.base and .baked, not just a regular.
.base and .baked are from bethini and if you are using that then go to UI tab and you can change text, Pip-boy, speech and console colours and brightness. If you have messed that up then go to front tab and load defaults, this will reset the INI files to standard
fPipboyScreenEmitIntensity=1.2500
fPipboyScreenDiffuseIntensity=0.150
to the Fallout4 Configuration Settings file (not sure if it's hiding the .ini part but it did look like an .ini) under the [display] column.
Do the same to the custom variant too?
Inside the custom file there is only:
[Display]
iLocation X=0
iLocation Y=0
THE FIX WAS TO GO INTO THE GAME SETTINGS AND SWITCH THE PIP-BOY RGB COLOR TO FULL GREEN!!
