Report a translation problem
If you want to finish the game as any of the factions, you have to do the main quests until Institutionalized, which opens up the endgame quests (4 branches, one for each faction).
Also, you should be doing quests at the Prydwen (the airship). If you're doing quests at the Boston Police Department, there are no more story quests there, only radiant ones.
The order of the quest should be:
Find the Railroad
Decode the Chip
Return to Virgil (the super mutant inside that cave in the Glowing Sea)
Talk to any of the factions to get help in building the teleporter
Build teleporter (fetch items, etc)
Get into the teleporter
