if you havent advanced too far from the fort you can load an older save and they should appear, after you fight kellog go into the long hallway and head east and you should run into the elevator to the roof

The quest marker indeed often points that you should get out from bottom exit. I consider that as a weird oversight from BGS. I actually got momentarily confused myself just recently, when I had not played that par for a while. I ran back, exited from the roof and got the scene. I had completely forgotten the trigger there.
You mean feature?
If the quest marker points away from trigger that is required for completing the main questline, then it is likely an oversight than feature.
