I prefer crafting over "sure hope I get that overcharged capacitor drop" and if you like crafting / have the perks yeah Scrapper is useful.
Or just batch script all the building components, its single player who cares lol
Best thing to do is get an empty settlement, dump all your armor or guns you dont use or want, ~scrapall, then get the parts from the workbench.
I think in a default or hard difficulty it isn't so bad as it's a lot easy to go exploring when you can save anywhere and so finding the junk you want is easier.
It may matter also if you're going to be heavy into settlement building, lots of lights and machines, without using mods or console to get your materials.
However I'm strongly of the belief that the best (most efficient, most effective, fastest) way to get weapon and armour mods is to loot them from the bodies of your enemies.
Feel like the whole point of the scrapper perk is to melt down modded guns with scopes and attachments to salvage a bit of the nuclear material, fiber optics, and aluminum / gears which are always 100% in short supply only rivaled by adhesive and oil.
