Well, check to see if you've added a mod that increases the number of creatures in downtown Boston. Some people report having trouble with downtown Boston even in the unmodded game. Or maybe you went crazy adding huge graphics mods. The Vivid Fallout all-in-one at its highest quality (4k) is several gigabytes. That caused a noticeable slowdown in my game.

If you want help, though, you're probably going to have to post more information: system specs, what mods you've got installed, etc.

Turn off weapon debris.

Mydocuments/fallout4/fallout.ini open with notepad and find the line that says "ipresetinterval=1" change the 1 to a 0 and save.

Is there a sticky thats says this? Seriously I dont know if there is or not but there should be.

Stutter is caused by insufficient hardware. The load on the pc gets to the point where cpu, memory or gpu is overloaded. All mods add to the load. It would be rare that any specific mod causes stutter itself.

In my experience, Fallout 4 isn't the friendliest game to mod. With Skyrim, I have stutters far less often and both Skyrim and Fallout 4, for me, are heavily modded. Both games handle memory poorly, if memory serves, and aren't exactly PC friendly.

Now I don't know how many mods you've installed, but you can try the FPS fix here: https://www.nexusmods.com/fallout4/mods/45360?tab=posts

Remember to put this mod LAST, as in at the very bottom, in your load order or you will experience rocks, the ground, parts of buildings, billboards, etc flickering in and out of existence.

You can also try Baka ScrapHeap here: https://www.nexusmods.com/fallout4/mods/46340

I have both installed, but unfortunately, I still experience stuttering, primarily in areas with tall buildings. No matter what, for Fallout 4, the more mods you have, the less smoothly it's going to run. You also dismissed the VRam point earlier for little reason when that could likely be the culprit for all we know.

But finally, I've noticed that the quickest way to get the game to run smoothly for me is to remove mods. Which I refuse to do, so I accept the stutters. Begrudgingly.

As you move around the game loads cells as you get closer to them, if for any reason the data is not there on time the game will stutter for a second or two to catch up with the data loading. It can be caused by many things, including but not limited to

1) Lots of mods
2) To many active background processes
3) Your SSD starting to age or if you have a HDD a sector marked and is redirected

The amount of mods isn't an issue. Their quality is.

If you have loose file texture replacement mods, then try without them. If you have any mods that break PreCombined meshes, then those can cause heavy strain and stuttering.

This might be easier, if you would post your modlist. We could then see if there are known troublemakers in your game.

FPS is tried to scripts. With vanilla settings game has 1.2ms time to complete any script within frame. Frame time is 16.7ms and game tries to handle multiply functions during that time.

If you have increased your FPS to 120, then your game only has 8,35 ms time per frame to complete scripts.

Aim at 60fps. Some scripts - especially vanilla settlement management scripts - will have a bunch of failures even with that.

This is why we do not have this sort of information in pinned topics. We already have enough trouble with messed up games, without players cutting the frame time in half on purpose.

"Fallout 4 HD Reworked Project Revised" is consistently my worst performance offender, i recommened the loose files or keep it at the bottom of your load order and as always after u add a new mod or update them be sure to start the game from the "Fallout 4 Launcher" atleast once (No Need To Start A Save Game, just start the game to the main menu) to get the games files updated, trust me!!, IT JUST WORKS!!!".

Oof any mod can if you have too many for your system. But the biggest culprits are usually graphical improvement of anything that adds extra stuff to render anything from particle effects or even whole NPCs. Healthier Commonwealth causes some stuttering for me and I'm running an i9 with a 3080. One thing that helped for me was the in game settings and turning down grass fade to just enough where I can barely tell. The change is real time so you can see how much is too much. For me grass is like 30% render distance and all others are around 70-80%. Also try turning off your post processing effects in the launcher menu motion blur for example is the world's most useless post processing effect F04 doesn't have allot of post processing effects, like I don't think they have Chromatic aberration but if it does turn it off turning DoF off helps in most games too. I know for older FO games they actually have a limit to how much ram the system will let it use which is why it seems like sometimes a modern beast of a computer will still get game crashes in games that are almost 20yrs old. There's a fix but you have to mess with the ini files I think so be careful. Barring all that mods that add extra particles, polygons and actors should be your first to go.
actually suttering can be for a number of reasons but for fallout 4 specifically the engine is just bad. i have a RTX 3060 and a Ryzen 9 5600 and it still stutters it doesnt matter where u r it will stutter there was a mod on nexus but it got taken down for some reason
