If you want help, though, you're probably going to have to post more information: system specs, what mods you've got installed, etc.
Mydocuments/fallout4/fallout.ini open with notepad and find the line that says "ipresetinterval=1" change the 1 to a 0 and save.
Is there a sticky thats says this? Seriously I dont know if there is or not but there should be.

Remember to put this mod LAST, as in at the very bottom, in your load order or you will experience rocks, the ground, parts of buildings, billboards, etc flickering in and out of existence.

I have both installed, but unfortunately, I still experience stuttering, primarily in areas with tall buildings. No matter what, for Fallout 4, the more mods you have, the less smoothly it's going to run. You also dismissed the VRam point earlier for little reason when that could likely be the culprit for all we know.
But finally, I've noticed that the quickest way to get the game to run smoothly for me is to remove mods. Which I refuse to do, so I accept the stutters. Begrudgingly.
As you move around the game loads cells as you get closer to them, if for any reason the data is not there on time the game will stutter for a second or two to catch up with the data loading. It can be caused by many things, including but not limited to
1) Lots of mods
2) To many active background processes
3) Your SSD starting to age or if you have a HDD a sector marked and is redirected
If you have loose file texture replacement mods, then try without them. If you have any mods that break PreCombined meshes, then those can cause heavy strain and stuttering.
This might be easier, if you would post your modlist. We could then see if there are known troublemakers in your game.
FPS is tried to scripts. With vanilla settings game has 1.2ms time to complete any script within frame. Frame time is 16.7ms and game tries to handle multiply functions during that time.
If you have increased your FPS to 120, then your game only has 8,35 ms time per frame to complete scripts.
Aim at 60fps. Some scripts - especially vanilla settlement management scripts - will have a bunch of failures even with that.
This is why we do not have this sort of information in pinned topics. We already have enough trouble with messed up games, without players cutting the frame time in half on purpose.
