I would assume NPCs could steal weapons and ammo from them.
stuff that you leave in any container, workbenches included, can be looted by your settlers. usually they will only take what they need, a weapon, or some ammo for that weapon, or some water or food.
for the most part, items you stash are safe, but if you want to be sure, always store items where there are no settlers or NPC's, and always take the fusion cores out of power armor when not in use.
They are? Good to know i never really dwelled on this subject or stashed any stuff in workbenches in resetable cells.
So i was wondering about OPs question.
Then later I ended up using the work stations around Lexington and Cambridge Red Rockets.
Plus if you talk with people who play without using settlements at all they use them as well.
This is a tip Doug on here gave. Thanks to him, it works great.
Player created containers are also immune to cell reset so these may be the safest places to store anything other than weapons and ammo, apart from an Armor Mannequin.
The advantage of non-settlement and unowned workbenches is that in such locations you cannot create a player-owned container, so the workbenches are the safest place to stash junk or in fact anything, protected from a cell reset.
