Right, found it.
It's "setstage min00 *stage id*"
To start the quest stage "find the last minutemen" - setstage min00 10
To complete the entire quest - setstage min00 1000
Most of the time, my ss2 starts with placing the first beacon down.
Tried clearing the inside, Preston doesn't open the door. I know SS2 starts when I place a beacon, but don't I need to clear Concord to do the actual questline? If I can do so without interacting with Preston I don't mind leaving him bugged out in the Museum forever.
Just means you won't get all the minute men stuff going, but that's not necessary to play.
Edit: just don't reenter the museum after clearing things out with the power armor.
As far as Sim Settlements 2 goes you only need to do When Freedom Calls up to the point you clear Concord of all hostiles. Whether you finish the quest or not is up to you. Keep in mind you will not get access to certain plots related to the Minuteman quests if you ignore the quests.
When it comes to console commands to skip around stages while using Sim Settlements I do not recommend it at all. The developers firmly oppose that you use those commands because it breaks quest scripts. The SS2 developers made a list of proper script commands to skip quests on the Sim Settlement 2 website.

You can blame SS2 for not posting it on the Nexus site.
They want you to use their website instead.
Guess copy/paste is too complicated.
I dunno, either way I'm too tired to try and fix any mod incompatibilites or start over from scratch, so I'm just gonna see if SS2 recognizes that Concord is cleared out if I just murder the raiders in the museum without Freedom Calls being active. If not, I'll just use the SS2 mod config to unlock every plot type and skip out on the quest entirely.
I said that I - personally - skip to the castle quest.
But the command I listed is for the concord quest.
You can bypass him, and go directly to Concord, but this will ALWAYS have Preston disabled and the door to him & Sturges perma closed, in a non modded game.

Out of Time is the pre-requisite quest.
If you actually read the topic or at least posts from the OP:
The OP skipped Out of Time and that was why When Freedom Calls did not start.
Which is EXACTLY what happened to the OP.
If you are going to contradict people and undermine their credibility in a help topic please do your research to prevent posting nonsense.
