Does the Sniper perk work with reflex sights?

The topic is the question. I was wondering if the Sniper perk increases your chances to get a headshot using VATS with a reflex sight, or does the perk only work with the actual magnification scopes?

as far i know it only works on scoped non automatic weapons, you cant hold your breath with a refelx sight so its a nope expect you mod.

Upon checking it, a reflex sight does not seem to count as a scope for the purpose of using this perk.

Iron sights don't sway at all compared to Scopes. If you try to hold your breath you'll throw a grenade.
