Report a translation problem
I did, Vortex uses the Loot sorting system. It still puts mods in the wrong positions.
If that does not work then watch the tutorials on how to create the rules for what loads first etc. it is as simple as dragging that one icon to same on another mod and selecting before or after etc.

Also I should note that if installing a new mod use the install option then the enable when it comes up if you just hit enable on a never installed mod it will sometimes disable the esp of an already installed one.
I've also watched Gophers tutorial on sorting. I still don't get it.
There is an indicator near the right side after the mods name looks like three little boxes connected with lines you have to drag that to the same thing on the other mod it will then pop up a means to select either load before , load after, or never load together.
The video tutorial linked on the dashboard shows this in a much clearer way showing them actually performing the action. Just remember the last mod to load overrides any mod before it if they change the same item.
Ok that means it is trying to load a mod both before and after another mod you need to click on the the more button in that message and remove one or select mods then manage rules and see what one is causing the issue and remove or change one of the rules.
This usually happens when we tell it to load a mod after another but have told the other to load before the one we just told to load after it.
But in any case, there's no need to add a bunch of rules to load Horizon after everything. One rule should be enough, and if you see after sorting there's still a mod that ends up below horizon when it shouldn't, just replace the one rule you have to load Horizon after that one.
edit: isn't Wattz replacing the original esp for compatibility with Horizon? In that case it's likely to have Horizon as a master, and it's not only impossible to it first, you don't need to add a rule to load it after horizon.
