Also, if you have the DLC's, I believe either Contraptions or WW adds some kind of power armour display case that stops thefts.
But to answer the OP's question, the easiest place to store all your power armor is to put it anywhere in Home Plate in Diamond City. Absolutely no NPC will walk into your house on their own. You're not even allowed to send dismissed companions or settlers to there.
I usually ignore my settlers after building up defenses then arming and armoring them with good stuff. But every now and then I'll go and trade one after a few attacks and some will be carrying cores and ammo I didn't give them.
As a general rule I only store power cores and ammo in Home Plate, its the only way to be 100% certain nothing will take them.
But it has to be said, even though I find a couple settlers with looted power cores on occasion, in multiple playthroughs and over 800 hours of playing they've never taken any of my PA.
Quick features list:
* Unique NPC, Goonie, with custom voice acting for all dialogue (thanks Dark Rogue)
* Easy summon, anywhere, with the Ring of Sales
* Will buy any item, even stolen goods
* Has 20,000 gold for bartering
* Carries a wide range of useful items
* Goonie has the ability to 'store' an endless amount of items, free of charge
I made a mod that allows Sanctuary to be completely cleaned up except for the player's house and the one across the street where the Concord bunch gather. On one of the spare foundations, I build a mini-storage for my power armor using the Metal Hall Ends (5-sided box), with PA stations in each bay. NPCs can be found working on them, but have yet to have them commandeer one during an attack.
Of course, the trick is, as has been stated several times, to remove the fusion core.
